LOR not until secondaries are received

My school has a "we don't send your LORs to schools until you receive your first secondary" policy. Does anyone know if this could be problematic? Do certain schools refrain from sending out secondaries because they have not received your LORs?

who would they send your LORs to if the schools haven't decided if they want them yet?
most schools don't request LORs until you get/submit a secondary. some only want them if you're invited to interview.
