I applied this cycle, but I am not accepted. I try to apply to next cycle, can I use the same personal statement and LORs, or I have to start as a new applicant?

New applicant. You will need to submit a new AADSAS and resubmit all the LORs and transcripts.
 
But he can use the same 4500 characters for his personal statement right?

You can use the same LORs and personal statement. Basically the whole application will ask pretty much the same questions so you can provide the same answers if you wish.

Though, I believe that for the LORs AADSAS will indicate on the application whether it was submitted previously or not. But that shouldn't affect how the adcoms feel about your application.
