I am doing an away elective in September. Is it too late to get an LOR from a somebody during that month?

If you want to send it in with your SFMatch app - then yes it is too late. You want your SFM app in by late August, early sept at the latest.
One option though is to have the LOR writer send it directly to a number of schools you are really interested in or the ones you get interviews at (some schools start sending invites in sept). Most schools I think accept LOR outside of the SFMatch.
