For this question, it gives us the equation of two graphs (I think parabolas). The key just says that the correct answer is b, but I'm unsure why.

Is the -1 value in G(x) symbolizing moving down, and the (x+1) symbolizing moving left? So would (x-2) be moving 2 to the right?

Yes you are correct.
G(x) = (x + 1)2 – 1 means you shift the graph of F(x) to the left 1 unit and down 1 unit.
