You're thinking too hard. 2/3 chose classical music, leaving 1/3 or 60 people remaining for another music preference. Of these REMAINING 60 people, another 1/3 picked jazz. This means that 20 people picked jazz of the 60 people. This leaves 40 people with non classical or jazz preferences.

Total people: 180
Likes Classical: (2/3)*total = (2/3)*180 = 120
Remaining: 60
Likes Jazz (1/3)*remaining = (1/3)*60 = 20

Neither = total - likes classical - likes jazz
= 180 - 120 - 20
= 40

should have understood the 'REMAINING' part..
