make up a number.

let's say there are 100 people.
80% were registered voters, which means 80 of the 100 people were registered to vote.
75% of those 80 (or 60 people) voted.
therefore

20 people that were registered did NOT vote (80 registered, 60 voted, thus 20 did not vote).

thus,

20/100 = 1/5
