I had the same problem, but eventually figured it out!
What you want to do is go to the 'My Documents' menu, and then click 'Add Document'. The rest is pretty straightforward. Good luck!
where the heck do you get "add a document"? Once I finally found the "My documents", you get the "welcome to interfolio, collect and deliver your documents" or something. The only clickable thing is after "more" thaty gets you something i got before going to my documents:
