looking at mcat biosection, q146
i don't undersand why III can't also be considered a stable conformation of substituited cyclohexane😛

It's not that it is not stable, but that it is not axial (I'm recalling this from memory, so correct me if I'm wrong). It's not axial b/c although it is in the 4 position, it is dashed, so the position is reversed. (I believe).
