I got a very good MCAT (36). However a low score on English of 9. Would this emiminate me from top 10 schools.

Are we suppose to decide this on your MCAT alone?

Also its "Eliminate"

(Kind of ironic, considering your verbal was the weakest)

Can I borrow some of those 36 points?😀

There are people with MCATs in the mid-to-high 20s that get into top-10 schools (check www.mdapplicants.com for examples). I guess you'll have to prove yourself in the interview, but you are by no means "eliminated."
