I didn't write the USMLEs, but I have heard that they are intellectually similar exams (although I bet there are some Canadians out there who have written both that could comment more intelligently).
In terms of residency, however, they are definitely not equivalent. As a Canadian resident, you must do the Part I and II (unless you do not plan on practicing in the country e.g. you are a sponsored Gulf State student).
