I emailed the MCO admissions office and they said my application was put on hold because my GPA was a bit low. Does this mean that they are only gonna offer me an interview if noone else decides to go to MCO?

Call them again to ask. Sometimes they want to see what happens this semester (if you can bring your GPA up). Even if this semester overall has only a small impact on your GPA, strong grades will show them that you can handle the work and have gotten better study habits than whatever classes you got lower grades in. But in any case, call them back and ask what that means and if there's anything you can do to get it off hold (re-take OAT, raise GPA, retake a class, etc.)
