MD MD chances with below average stats (3.37cGPA, 3.30sGPA, 29)

I say go ahead and apply to lower end MDs. If I was in your position I would hate being haunted by "what ifs" in the future.

Also if you don't mind me asking...
what happened with that 1st retake?
 
Personally, I don't think it's worth it, but because of your honest-to-Gawd ties to FL in going to school there, if you're boning for the MD, try all the FL schools except U Miami and U FL.

but I wanted to find out whether its worth it for me to apply to MD schools with my low stats. If I target low-tier and newer MD schools do I have a shot?

I was a Florida resident (graduated undergrad from a Florida university) but moved to Texas a month ago. So technically not a resident of any state in terms of medical school tuition. Not a URM

Your ECs are on the marginal side of "cookie cutter" as well, further hurting your chances.
