Meaning of "hold" list for interviews?

So far, I've received notices from two schools (Albany and Penn St) that I have been place on the "hold" list for an interview. What the heck does this mean? 😕
Does this mean I might get invited for an interview later? It seems to me that they should make up their minds and either invite or reject outright. A "hold" list just seems like a cop-out to me. Just my $0.02.
