Are we talking about undergrad or med?
From what I've read and heard, Wisconsin is a great school -- fabulous resources, faculty, students. You would get a great education there. But it wouldn't hurt you to stay on the UC waitlists. If it would save you a significant amount of money to attend UCI/UCSD and you'd prefer to stay in CA, then why not? Just wait and see what happens.
Edit: To RD -- nm, that's a good question. 😀

I would like to hear your opinions about this choice. I would really like to go to UC Irvine or UCSD but I am on the waiting list at those schools. I am thinking of cutting this dreadful wait and going to University of Wisconsin. What do you all think?
Convince yourself that Wisconsin is your only choice and be stoked about it!
Just try your best to really feel passionate about it and set yourself on going. That way you'll only be happily surprised and won't ever feel disappointed, which you shouldn't since Wisconsin is a great school.
Wisconsin is in the bag....do it to it
There are no waitlists for UC undergrads. You are in or you are out.
Well, at least that is how it was back in 2003...
They implemented waitlists this year.
