Did you ask your evaluators whether they would prefer to submit electronically or by mail or did you just tell them the method you want them to submit and not give them the choice of method?

I personally would just tell them what to do. If they have a problem with that method, I'm sure they will let you know. Make it easy on yourself though because it's probably the same to them either way.
