i've actually seen it written as a strong base, and yet its low solubility yields some to consider it a weak base. maybe someone will be able to chime in that has a better answer
Most textbooks don't consider it a strong base. For the second column metal hydroxides, the notorious strong bases include: Calcium, Strontium, and Barium.
