In CA, The Mental Health Services for At-Risk Youth Act (Health and Safety Code 124260) states, "Notwithstanding any provision of law to the contrary, the mental health treatment or counseling of a minor authorized by this section shall include involvement of the minor's parent or guardian, unless the professional person who is treating or counseling the minor, after consulting with the minor."

Can anyone point me to an article outlining the clinical and ethical issues clinicans should consider when attempting to determine parental involvment in treatment?

There is a series of books for each state that are called "mental health practice in_______" I think...or something like that. Get that.
 
If you have access to the Handbook of Pediatric Neuropsychology (edited by Andrew Davis), chapter 80 is on ethical and legal guidelines for pediatric neuropsychologists. It may or may not be what you're looking for, but I'd be surprised if they didn't discuss considerations in determining parent involvement.
 
I'd guess the California Psych Association would have a FAQ or maybe a telephone # to answer ethical/legal questions.

Talk to someone in your local CFS or CPS--child protective services. They are good folks for sorting out the issues in these kinds of situations in my experience.
