A low modulus of elasticity implies HIGH elasticity...right? (Reasoning: Change in shape is in the denominator. More change in shape implies high elasticity and also decreases the value of the modulus).
 
modulus = stress/strain

if a low stress yields a ridiculously large strain, then it is elastic. small/large = small. So a small modulus entails a very elastic substance.

i think you're right.
