Does anyone know moonlighting opportunities are available within the VA system for psychiatrists?

I'm sure there are. Probably just depends on location. The real question is will pay enough to be worth your time vs moonlighting elsewhere.
 
You can do C&P exams at the VA. You need a medical license. Talk to the psychiatry chair at your VA.

At our VA we have moonlighters cover the psych calls to the ER from 5PM-midnight on Fri, Sat and Sun nights. Pay is $100/hr. The credentialling process is really slow though.

can i assume these psych moonlighters are in-house at the VA, and not handling inquiries about psych admissions via telephone from their home?
 
yes. And if it's really busy on the consult service, they may do a few consults too.
