I live in Idaho and I am 1st graduating class from the program. The only place we were able to work out got shut down because HCA has rule related to resident moonlight at a clinic they have resident rotate at.

No website. These jobs aren’t advertised. If there aren’t coresidents to ask, I’d recommend searching Google Maps and calling everywhere you can think of.
Similar situation as you OP. My program had inadequate moonlighting opportunities. Ended up reaching out to perhaps 2 dozen regional facilities, eventually found an opportunity that has a mix of from home and in person work a 5-6 hour drive away. If you’re in a moonlighting desert, you’ve got to work for it, but it pays off. I more than 2x my PGY3 and 4 resident salary working a bit less than half of weekends. Some companies may pay for your license/DEA, but I pursued those on my own to expedite the onboarding stuff.
I recommend being open to working in Oregon, WA, Montana, Wyoming, Utah. It looks like 5-6 hours of driving can get you to spots in those states from Boise.
Unfortunately, moonlighting in psychiatry seems to be less common than it used to be. Lots of factors at play- chief among them are hospital system bylaws requiring BE/BC or forbidding resident moonlighting, and insurance companies by and large not reimbursing for resident coverage. So you have to find a company desperate for coverage even if insurance won’t reimburse them. You can probably offer overnight phone coverage during the week, weekend in person work, evening telehealth work. Otherwise, there are probably outpatient evening gigs that are probably easier to find- I’ve never looked for those as I wasn’t qualified when I started.

Just call up all facilities around you. That's the best way. VAs also.
