I don't think you can really say how "buoyant" a fluid is. Typically (in non-physics terms) we talk about how buoyant an object is. For instance, a buoy is very buoyant, while a very dense rock is not buoyant at all. A buoyant object will float. Knowing what we know now about fluids, we can say that a buoyant object requires less of a buoyant force to float than a less buoyant object.
So, perhaps we can reword your example to be:
If fluid X is more dense than fluid Y, then, given the same displacement, fluid X will produce a greater buoyant force than fluid Y.
Also, if object A is more buoyant than object B, when you put them in a tub together, the fluid will exert the same buoyant force on each object, but object A will displace less volume of fluid A. In other words, object A will float more/higher on or within the water (depending on its density), while object B will sink (relative to object A).
