Just a last minute check before I make my final decision. Is it absolutely necessary to do summer research after MS1 in order to match into a ACGME Neurology spot? My goal is to be a community neurologist so I do not care about going to a top 10 or even a top 20 academic powerhouse. Thanks.

You can match into any neuro program, including those in the elite group with no research at all. So no. Do research in medical school only if you want to.
