MSc vs. Ph.D in VS?

This is probably an easy question, but I'm a simple person, 😛 Anyways, my question is:

A Ph.D is a higher degree than an MSc, right? Usually, Ph.D students need to have an MSc before they can be Ph.D students, but in some schools for Vision Science, you can go straight to a Ph.D (in VS) along with an OD.

So do these Ph.D programs emcompass everything in the MSc, or are some things lacking where it would be better to pursue and finish a separate MSc first before applying for a Ph.D?
 
I thought most phD programs you go straight into it rather than a masters first. Is a masters ever a pre-req for a phD?

MSc and PhD are research degrees.

Traditionally, you need to finish an MSc before doing a PhD. I'd say, very broadly, that the "majority" (>50%) of programs require this.

Well for example, in SUNY they have an ordinary OD program for 4 years, and OD/MSc combined program for 4 years, and an OD/Ph.D in 6-7.

I assume that this will be heavily compressed and involve a lot of work all year 'round, but can someone go from knowing nothing to having an OD and Ph.D at the same time, with only 2-3 more years than an OD/MSc combined program?
 
I'm aware of the SUNY OD/PhD program. It does seem very quick.
