I'm not exactly sure on the stats on how long it takes MSU-COM to reply, but I can tell you about my case. My file was complete probably a little bit later than yours is (I'm thinking it was more like the first week of august for me) and I ended up getting my interview the first week of November. My cousin had her file complete before yours, and she had her interview the last week in october. I'm not sure when MSU-COM starts their interviewing though. Hope this helps.
