You would need to know the volume of the 0.5% solution, but it is likely to tell you in the question that it is 0.5ml. Thus 0.5% * 0.5ml = 3ml * x (based on the equation m1v1 = m2v2) thus x = 0.083%

editted to add that you know the final volume of solution is 3ml because 0.5ml (how much 0.5% solution you have)+ 2.5ml (amount of saline you add) = 3ml
