Guessing the answer is no, but I wanted to submit my question to the crowd:

Is there a recourse to get a refund when a program cancels their participation in the match? Specifically, the Naval Med Center in San Diego cancelled their civilian match in medicine today due to sequestration. Since sequestration happened months ago with known consequences, I don't think they should've opened their program on ERAS and accepted applications and fees just to withdraw from ERAS a couple months later.

This is the only military program I applied to, so it cost a full $92.

Unfortunately, ERAS states the answer to your question very clearly on page 25 of the ERAS user guide:

ERAS does not give refunds for any reason. Applicants are advised to contact programs before applying to minimize the risk of applying to a program that is no longer accepting applications or not participating in ERAS. ERAS is not an authority on accreditation and is not responsible for any changes to residency program status after the software has been finalized. Be sure to contact residency programs for information on their accreditation status, requirements, and deadlines.
 
Sorry no refunds as above. I had a program notify me they were closing 1.5 weeks after the submission date. You would hope the people responsible for launching the ERAS forms would be aware of things like the future of the program or sequestration but the reality is there are multiple people doing multiple tasks. I can only imagine deadlines and the general stress is at least as bad on the PD's side of things!
