Navy HSPS question

I'm applying for the Navy HSPS and was recently accepted to USC. I'm putting down all of USC's information for the schaolarship, but I'm still waiting to here from my state school (first choice).

If I do get in to my state school later on, will I still be able to receive the scholarship even though I didn't initially apply with that school?

You should be fine. All you would have to do is get a verification package put together from that school which is pretty much just tuition costs and the registrar's signature.
