Navy orders stand down, audit after improper radiation exams

I don't understand any of it, but there is something kind of funny about conducting an audit by asking patients if their doctor did an exam right.
 
Its an incredible simple exam. If you are under 40 its just a skin, testes and thyroid exam. Over 40 add a prostate exam or breast exam. If they are asking patients if the the exam was done properly I'm guessing some people weren't doing a full skin exam or weren't doing testes exams or something. Usually the thing they get people on audit for is lab abnormalities that weren't adjudicated or were a little too far out of date but those wouldn't require asking the patient.
