I'd call and ask--I think it is three months before you can retest, but I definitely could be wrong
It is and I think the reason he can't get a new eligibility ID is because it hasn't been 3 months since his last test.
If you're applying this year I'd call whatever schools you were interested in and tell them about your QR scores. People on here got accepted with at 16 QR
Regardless, why not increase the chance of getting into good schools by retaking it? If he got 19 AA after getting 14 QR, he can most likely improve his score by quite a bit in 3 months even with only couple hours of studying per day.
hey guys thanks for the responses i found out that i have to wait 2 weeks for the original score to be sent then i can reapply for a date 3 months from now. really sucks that math is whats making me retake this dreadful exam. It was tough, didnt run out of time, i didnt study for it that much because i figured i could wing it and get a 17, thats what i was aiming for anyways. My math is terrible, hate it, always did, always will.

Get math destroyer and have TV or something in the background to make it more bearable.
also, it would be a good idea to at least fill out my application right? i have all my LORs done personal statement etc, though would i have to post my original dat score and say im retaking it? is there such an option>
Don't neglect reviewing the other sections as you step up your game in math. The last thing you want is for the other scores to go down.

I would apply to some schools that you have a decent shot of getting in with your current score and apply to more schools after your new DAT score gets uploaded. Scan and email your unofficial test score to your 1st wave schools and make sure to email them after your score gets updated to verify that they received it and that your app will get re-reviewed.

Because the exam is a hassle and the earliest his exam will be in September. I often read on here that students were told that some schools don't care about QR. It wouldn't hurt to hear from his schools.
Personally, I'd still take the exam again.
