I've submitted a secondary weeks ago, and assigned every letter i planned on getting. i have recieved 5/6 letters, with the last one being my only science prof that's ghosting me atm. This is my first choice school, and I feel like at this point it might do more harm than good waiting. I drafted his letter myself, and all he has to do is read it and put it on proper letterhead. He's finally responded 10 days ago to my reminders, and i told him my deadline is this week, he said "ok remind me in acouple days"... 4 emails later no reply. called and emailed today, no response.

Can I mark it no longer being sent so the school marks me app complete, and then once he responds I re-add his letter into amcas and send it out, so other schools can get his letter?

No. If you mark it no longer being sent, don't send it. If you do, it WILL go to all schools, even the ones you marked no longer being sent, and the schools might get annoyed. Unless you actually do want it sent. If you want it and think it's going to come, wait. Otherwise, tell him thanks no thanks and move on.
