I am about to send for ECE evaluation. Should I request them to send a copy to the universities now or later.

Do a course by course evaluation and send a copy to ADA instead so that you can register for NBDE Part 1. If you are not interested in taking the NBDE Part 1, Yes you can start sending a copyto the university. Make sure application has gone there.
