You could go low speed and buy a micromotor $1300-8000. Or buy some components and go high speed:
1-Dental turbine (ebay for $100) + a handpiece (ebay $20-40).
2-Air compressor (home depot for $100)
3-you may need a pressure regulator (some compressors have built-in)
4-Hire a lawyer. your neighbors may not like it.
