NEW g.p.a and TRANSFERS

hello all.
What I just realized is that there are a lot of people out there with low 3.0's and some under 3.0's due to having a bad fist semester. I have one question, for those who had a bad first semester in UNDERGRADUATE studies, lets say they were on academic probation, would they be able to go to community college the next semester or two, and then transfer to a different college and not list the college of which they had a bad semester. This way they would start off fresh and with a new g.p.a right???? Some people have told me that it is illegal. I dunt kno and would like your knowledge.
 
when u submit your application you have to send all the transcrips from the schools you attended separately, if u want them to count those credits, so they'll recalculate your gpa. If u want to just hide that u have ever attended any school it up to u...
