New programs - provisional?

I heard someone mention that ACGME puts new EM programs on a "provisional" status for 5(?) years. Could someone explain what that means? Does it have any impact on the residents who finish before that 5-year period is up (esp on board eligibility/certification)?

It simply means they're new. No impact on graduates/board eligibility/certification.
