I mean it's not like they were experimenting with patients who had a better alternative. This was a last ditch effort...I understand that these things need to be approved through an IRB, but relatively speaking, how much did they really harm the patients?

There is some controversy on whether the 2 neurosurgeons were performing research or "innovative care". Under the policy of the UC Davis they were performing research. The 2 doctors failed to follow the policy of their institution and got the punishment they deserve.

If they had been at a different institution, that institution may have had different policies and the outcome may have been different.

It appears that they were trying to get around their institution's rules, which is not smart when you are performing a very high risk procedure.

Understood, but if they're trying to push the envelope and policies are interfering with their ability to do research in patient's who don't exactly have much time to be waiting around for approval...I get why they tried to circumvent the process. I'm not saying what they did was right or career savvy, I just can commiserate with their motives.
