Does any one know if it is possible to volunteer at the NIH, FDA, etc? I know they have a separate application for summer research opportunities, but suppose I emailed people who worked in the NIH labs...what are my chances of being able to observe and volunteer in their lab based on my interest?

Astronomical.
The FDA gives grants that run the whole year, e.g. all summer, fall, and spring. Just find a professor that receives such money. They always go unfilled. However, I have never heard about FDA allowing volunteers.
NIH is not a professor, and the research environment is completely different to what you have seen at any university. Learning and observing are toppled by deadlines and funding priorities. If you are very skillful and have an impressive CV there might be a chance, though.
