NJMS/RWJMS in-state bias?

The NJMS website states that they give both IS and OOS applicants equal consideration.
Is this true? MSAR suggests that NJMS is heavily in-state biased. Should I apply here if I am OOS? I like the school's philosophy/mission

At RWJMS they do accept out of state students. But only a handful per year, usually from neighboring states (PA, NY, DE, etc). Also with a connection to NJ helps. I'm not sure what the current stats are, but MSAR should tell you how many OOS students they accept per year.
