This^^^^. It's not about anyone being "fed up" with you. It's all about IIs being a limited resource.
I respectfully disagree with
@MedSchoolTutors insofar as I don't think an improved application would be a trigger for these schools, since your application was already good enough to score an II last cycle.
@gyngyn hit it on the head. If your R was due to a bad interview, yeah, you're unlikely to receive another shot at those schools. Put it out of your mind and focus on your other schools.
OTOH, if you were good, but just not good enough given the quality of the pool last cycle (i.e., were the WLs true WLs or soft Rs?), there is no reason they wouldn't bring you in again. Without knowing whether or not your WLs were soft Rs, there is no way to know.
Either way, there is really nothing to worry about here because it is out of your hands. If it were me, I'd have reapplied to the WL schools, but not bothered with the straight R ones where I received interviews, but that's done now, so just wait and see what happens. Worrying isn't going to change anything, so why waste the energy?
Bigger question -- did you improve your "horrible" interview skills? If so, with an improved application, it's a whole new game for you this cycle. You already know you were good enough to score a few IIs last cycle, and should do even better this time around with a better application. Layer improved interviewing skills on top of that, and you have everything necessary to succeed. Good luck!!
