Nomenclature question Ochem

I thought it was 2-ethoxy-6,7-dimethyloctane, but it is 7-ethoxy-2,3-dimethyloctane. According to the rule it's because both methyl's are low number. However, does that mean ethoxy has no priority over methyl?
 
Ethoxy does not have priority over methyl. For nomenclature, the things that take priority are: alcohols, carbonyls, and I believe double/triple bonds. I may be missing something else too but those come to the top of my head.

In the rules of IUPAC, poor Mr. ether has no priority,,,,it is a lowly substituent !!!7-ethoxy-2,3-dimethyloctane is correct since the overall lowest numbers result.
