Is running a political publication on campus a "non-academic acheivement"? It doesn't relate at all to my major or research.

Do you mean you are the owner, the editor, or the manager? Did you achieve more than just getting the publication up and running? Has it grown while under your oversight? What has the publication accomplished?
Regardless, so far, it sounds like it is a nonacademic achievement. Mention it if it reflects positively on you.
