If a non-EU specialist doctor has his speciality recognised by an EU member state, and then wants to train or work in another member state, can the first member state prevent him by stating that the recognition was locally only and not valid in other EU member states, or refusing to give him the required attestment that his recognition falls under directive 2005/36/ec for free movement of doctors within EU member states?
