Does any one have advice on writing a "strong ties" letter to an admissions committee. I am currently working on secondary applications and a few of the out of state schools I am applying to are asking for a letter (if I feel like I have some connection to the state). Any help would be much appreciated.

Strong ties are you growing up in a state, or spending significant time there, like going to college there. Your mom living there us not a tie.

Only if they ask for one. But address why you want to go to that state in your secondaries.

I hadn't considered a letter. For the schools that don't entertain OOS apps, would it be prudent to send a letter to avoid the shredder?
