Non resident pharmacist license VA

If you work at out of state mail order pharmacy, say in IL, and if you ship medicine to patients in VA, does you PIC has to be licensed in VA or just pharmacy license is enough?

It's my understanding that to get the pharmacy permit to ship to VA the pic needs a VA pharmacist license. Some states require the PIC be licensed in their state in order to obtain a out of state dispensing permit.
