Can compound samples to give to doctors??
I wouldn't think so. Compounds are patient specific preparations pursuant to a patient specific order. Offering samples would be acting in the manner of a manufacturer wherein a single product is offered to a broad group of patients.
 
The majority of the states (42) allows pharmacies to sell any non-controlled prescription drug and compounded drugs to practitioners for office use.
