"Non-Tier Programs"

I have to make some decisions on some programs of wheter to interview or not. I realize now that I applied to too many programs, but I am glad I played it safe. Anyways, I am having a hard time making the decision on a few programs. They are programs that don't fall into what many include both within this forum and outside this froum as top tier prorams. There is not much info about these programs on scutwork.com so I feel as though I would be making cuts based purely on location. I was hoping that someone may have some input on the qaulity of these programs and might suggest a "rank of the unranked" so to speak.
