Questions
1. TX Schools: Applying because I heard they consider applicants in-state if they went to high school there. Does anyone know much about this?
2. Tufts: having a hard time getting in touch with Tufts regarding CC hours for non-trad student. The CC I attended also offer 4 year bachelor degree so not sure if they'd consider it a 4 year?
3. Penn, Columbia, UCSF: is it even worth giving these school a try with my stats?
4. If TX schools don't consider me as in-state, my school lists are mostly reach school. Any other recommended schools to add? (i'd prefer to stay in urban area)
5. Any additional thoughts?

Any insights would be much appreciated. Thanks in advance!

Not sure why no-one has responded but I'll try to help. It seems confusing you're concerned with the price of NYU and UoP, when Tufts is going to run you between $550-$600k. University of Washington should be your main goal though.

1. Can't help you there
2. No advise on Tufts other than what I said above
3. I don't think Columbia or UCSF is worth it. Penn is worth it, however I'm not sure how they'll look at your community college credits and you are a bit lacking on the volunteering side, but you have an interesting background. They are known to be generous with scholarships so it is worth applying, however I would not attend if you do not receive a scholarship, the debt will be crippling.
4. Maryland, U Conn, Colorado. Not UNC, they are ridiculously competitive to get into OOS, and usually only take people from the Southeast, but you could apply if you'd like. Pitt for sure, but I wouldn't attend unless you get a scholarship as it is pretty pricey OOS. LECOM is pricey but from my research they like non-trad students

If you're not concerned with the cost of attendance, which you should be unless you have specific extraneous details that allow you not to worry about that, then you can ignore some of the advice above. If not, make sure you're doing your due diligence and looking at the full CoA with interest for all of the schools you apply to before you submit your application
