We can see what other folks say, but this is something you should be very cautious about...
If you are a STELLAR applicant, then its probably not going to hurt you (240s, top 20% class, EM research, applied to 40, got 36 interviews, already went on 15+, etc)...
If you are remotely marginal... I would suck it up and go...even if you really did not like the program... I would bet its better to match at this place than to not match at all. Also, PDs are often friends with other PDs and its always hard to say how much behind the scenes talking there is. This is probably a low possiblity, but it does exist. There is an EM PD listserv and information DOES get passed around there on occasion about an applicant (per my old PD)...
Don't worry about being blacklisted - seems like a small slight (if any). If you are not a competitive applicant, then the question is training at this program vs not matching.
I did an away a site that I wasn't too thrilled about also. I ended up not interviewing there, and i'm not an exceptional candidate by any means. I still have 15+ interviews so I'm guessing I'll be ok.
