Well here's what I did but I'm not 100% sure! It says the efficiency from one trophic level to the next should be 5%. So you need to figure out what 250J is 5% of!

So .05(X) = 250J and X = 5000J
Now this is from primary producer to primary consumer! Now you need to go from primary consumer to secondary consumer, thus

.05(X) = 5000J and X = 100,000J
