So, on my financial aid sheet I noticed that residents of Florida get a little bit of a break on tuition (about 2 grand). My question is this; "Can a non-resident establish residency in Florida after a year or so and be considered "in-state" for tuition purposes?"

Sorry, once you're considered as an "out-of-state" than you're in that category all 4 years!
