What did you put when it asks "if there are any special circumstances that you feel might aid the admissions committee in evaluating your application?" is this like if you are a minority or have a handicap or is it just a place to tell them a little more about yourself other then your personal statement?

I don't think "special circumstances" includes more information promoting yourself. I guess if you had a death in the family, were in extremely difficult circumstances, were hospitalized for some reason, etc. and it had an impact on your performance in school, then I would probably put that information under this section in order to justify any red flags that might show up on your application.
